An urban master plan's scope can range from regional strategic planning to small-scale groups of structures. The plan lays out a comprehensive development strategy that includes current and future land use, urban design and landscaping, built form, infrastructure, circulation, utilities, housing, recreation, and service provision. It is designed to provide a structured method to providing a clear and consistent framework for development based on a community's goals and aspirations in terms of property development. Three-dimensional pictures are also included in a master plan.
